The International Criminal Court has FINALLY convicted top persons invovled in the 1994 Rwandan Genocide. This is monumental because "it was the first international tribunal to convict a head of government for genocide, to interpret the crime of genocide, and to rule on the use of sexual violence as a genocidal tactic" 1. The testimony of Canadian General Roméo Dallaire was key to these convictions.
